Two books, 20+ technical papers on Ice mechanics, Visco-elasticity, Fracture mechanics, Composites engineering, Impact, and Fluid-structure coupled transient blast simulation, e.g., Effective Interlaminar Fracture Toughness in Stitched Laminates, Finite Element Modeling of Structure/Fluid Interaction in Explosively Loaded Aircraft Fuselage, Stitched/RFI (Resin Film Infusion) Composites – Design, Analysis, Test and Low-cost Applications, Impact Force Based Parametric Damage Model for CAI (Compression After Impact) Strength Prediction

Dr. Chen is a recognized authority in the field of composite structures. He had been instrumental to the success of the “stitched wing” program under NASA Advanced Composite Technology, and the C-17 tail-cone redesign project which saved the program ~$15M. His “Impact-Force-Based Parametric Damage Model” has profound influence toward the composite D&DT design and analysis. 

Dr. Chen had an outstanding reputation for his expertise in advanced composite structures.  Over the years his contributions to structural technologies have been instrumental in the successful development of the C-17 Globemaster III transport airplane, the NASA Composite Wing project and the X=37 spaceplane program.

One of his team won the prestigious "Red Phantom" Award on behalf of the president of devision.  The award read "in recognition and appreciation for Dr. Victor Chen's exceptional risk taking efforts as part of the X-37 Hot Structure Control Surface Development Team."

COMMUNITY:

Dr. Chen's passion for mentoring others at Boeing will be his most enduring contribution.  As founder of the Boeing Asian American Professionals Association, he demonstrated to senior executives as well as to engineers that a network of successful individuals can indeed make a difference.  Boeing AAPA’s membership grew to ~1,000 in just a few years’ time.  He has been appointed as the Executive Focal for Asians under the Boeing Technical Diversity program.

As board member and past president of the Long Beach – Qingdao Association, Dr. Chen was the key factor in providing the bridge for Boeing’s on-going support to LBQA’s China cultural programs and scholarships to exchange programs.

HIS PASSING:

Dr. Victor L. Chen was at the pinnacle of his career when he passed away on the morning of Saturday, August 5, 2006 due to pancreas cancer.  He was survived by his wife Jennifer.

DR. VICTOR L. CHEN SCHOLARSHIP FUND:

To award student candidates who have demonstrated outstanding performance, leadership or made significant impact in creating cultural awareness (as related to China) in the community.

Scholarship Review:

-          Reviewed annually on or before September 30

-          Award Approval and Amount requires two/third approval from the LBQA Board of Directors at the Board Members’ discretion
